So, Alys is definitely interested in poking at the (currently extremely factionalized) city guard, and possibly also at creating an actual militia.
It looks like Lyra is also interested in the topic; does anyone else have any particular interest, suggestions on how to fix the current problems, or other relevant plans?

Lyra's thinking we need a clear structure in place with a group in charge of coordinating them all. Sharing information needs to be streamlined. This would be for internal policing but well want a "spy" network of sorts I think to defend against sabotage and such.
She'd want to collaborate on setting this up and could probably locate or establish a group of roguish people for the task.

Alys' plan, for reference, is to work on this herself... and see who notices that she'd be essentially building a private army out of the city's law enforcement. (Though she might rope Aibne into helping.)
Once someone notices - or if someone like Lyra decides to involve themselves from the get go - Alys has no problem with making it *not* be a private army. This is more of a "Hey, is anyone paying attention?" than an actual power grab - particularly since she still isn't sure if she's sticking around for more than a few centuries.

Yeah, Lyra will be paying attention certainly. After the evenings various discussions she's realizing she needs to get much more involved in the workings of the castle and courts if she's going to be here a while.

Mmm. We need to get them connected and aligned, but we don't need to merge them, as such. A little competition can be a good thing, and if we don't merge them each District can have their own branch of a centralized force. Aibne would suggest making a number of Captains, all of whom have the same training, the same books, and the same authority, then having them split amongst Districts and giving them each a Division to train. That way each district has people policing them from inside, but answering to an outside authority.

Well... hm. Alys is more concerned about merging them in terms of making laws something that extend to more than a single district; right now, each individual guard precinct has its own laws, and in (most?) cases it's own system of protection fees for residents, passers-by, merchants, etc.

Standardizing that is, of course, necessary. Training a number of Captains the same way will go a long way for that, though. We'd need a proper Prince to be a Commander, of course (yay, immortality), so that they can continue to train captains as necessary.
